BOARD OF SELECTMEN
Regular Meeting
March 30, 2009
The meeting was called to order at 5:00 PM.  Present were Chairman Raymond Dennehy, Alan Sentkowski and Interim Town Administrator Jill Myers. Joe O’Brien was absent.

Dog Hearing - Leo Montagna
The hearing opened at 5 pm. The court remanded the issue of the dog hearing back to the Board. Leo Montagna, Chief Schmohl, Lieutenant Powers Animal Control Officer Louis Massa and Town Council Heather Kingsbury were present.  Louis Massa, Town Council and Leo Montagna’s attorney worked out a modified order with the following conditions:
  • Dog must be kept in fenced enclosure
  • Dog must be on a leashed and muzzled at all times when not on the premises at 6 Bigelow Road  
  • Leo Montagna must enroll Sunny in obedience training for one year with monthly reports from the trainer provided to the Board.
  • If Leo Montagna or Sunny fail to comply with any of the conditions, enforcement action will be taken.
Alan moved to approve the modified order issued to Leo Montagna as described herein on March 30, 2009 in the matter of Sunny the dog. Raymond seconded. All in favor (2-0).
Louis said the area underneath the kennel needs to be back filled to prevent the dog from escaping.  
Raymond said the Board and taxpayers are not happy that money had to be spent on legal fees for this situation and their concern is for the safety of the neighborhood.
There were no public comments.
Town Council agreed to come tonight at no cost to the town.
The Board signed the modified order.

FY09 Warrant #20
The Board reviewed and signed the payroll and vendor warrants from the Treasurer & Accountant.

Minutes
March 16, 2009 Regular Meeting – Alan made a motion to accept the minutes. Raymond seconded. All in favor (2-0).

Ice Storm Bond Anticipation Notes- Voting
Treasurer Wendy Graves provided the document for the Vote of the Board of Selectmen for the $4,000,000 Bond Note.  TD Bank North will provide $2,000,000 at 1.5% interest rate and Eastern Bank will provide $2,000,000 at 2% interest rate.
Alan, read for the record “I, the Clerk of the Board of Selectmen of the Town of Princeton, Massachusetts, certify that at a meeting of the board held March 30, 2009, of which meeting all members of the board were duly notified and at which a quorum was present, the following votes were unanimously passed, all of which appears upon the official record of the board in my custody.”  The copy of the document is attached for the record.
Alan moved to authorize the Clerk to sign the Authorization of the Vote of the Board of Selectmen.  Raymond seconded. All in favor (2-0).

Nomination of Inspector of Animals
Alan moved to nominate Greg Dowdy of 143 Ball Hill Road, as Animal Inspector in accordance with MGL 129, sections 15 and 16. Raymond seconded. All in favor (2-0).

Representative Lew Evangelidis
Lew informed the Board that the FY08 ice storm was the biggest storm in the history of Massachusetts for damage. Lew is committed to getting as much relief as possible for his communities to help offset the 25% not covered by FEMA. Alan offered his assistance to Lew and will communicate with Harriett Chandler.

The meeting was adjourned at 6:45 pm. Remaining agenda items will be carried over to the next meeting. All were in favor (2-0).
